James Albert Smith Leach lived from October 15, 1942 to December 11, 2024 and was an American academic and politician. He served as the ninth chair of the National Endowment for the Humanities from 2009 to 2013 and was a member of the United States House of Representatives from Iowa from 1977 to 2007, a thirty-year run as a Republican representing what was numbered the 1st district until 2003 and then the 2nd district. In Congress he chaired the House Committee on Banking and Financial Services from 1995 to 2001 and sponsored the 1999 Gramm-Leach-Bliley Act, a notable piece of banking legislation of the twentieth century. In 2022 he broke with the Republican Party and registered as a Democrat.
