Hugh Mercer is a British barrister who was called to the Bar in 1985 and has practised since 1987, moving to Essex Court Chambers in 1995 to focus on private and public international law, European Union law and human rights. He took silk in 2008 and was appointed a Deputy High Court Judge in 2018, sitting in the King's Bench Division and the Administrative Court, and is qualified to practise in England and Wales, the Republic of Ireland and at the Brussels Bar, having appeared before both the European Court of Human Rights and the Court of Justice of the European Union. He was elected by the Parliamentary Assembly of the Council of Europe as the United Kingdom's judge at the European Court of Human Rights and was sworn in on 22 September 2025 for a nine-year term.
