Hidehisa Horinouchi is a Japanese jurist and diplomat who has served as a judge of the International Tribunal for the Law of the Sea since 2023. He spent decades in Japan's Ministry of Foreign Affairs working on treaties and law of the sea legislation, and served as Japan's ambassador to Cambodia and to the Netherlands. He holds a law degree from the University of Tokyo.
