Hans Kochler, born in 1948, is an Austrian professor of philosophy at the University of Innsbruck and president of the International Progress Organization, a non-governmental organization with United Nations consultative status. His work spans phenomenology, philosophical anthropology and hermeneutics, and he has written extensively on philosophy of law, political philosophy, human rights and international law theory, developing what he calls a hermeneutics of trans-cultural understanding that has informed discourse on relations between Islam and the West. He served as a United Nations observer at the 2000 trial arising from the Pan Am Flight 103 bombing over Lockerbie, and his legal thinking was significantly shaped by Hans Kelsen.
