Furuzan Ikincioullari, born 4 February 1933, is a Turkish jurist who became the first female President of the Council of State of Turkey, serving from 30 March 1994 to 4 February 1998. She had previously served as president of the Council of State's 6th Division beginning in February 1990. Her career in the Turkish judicial system began in 1958 when she was appointed to the Council of State following her graduation from Ankara University's Law School in 1957.
