Ernst Forsthoff (1902 to 1974) was a German legal scholar and a leading theorist of administrative law. In 1938 he coined the term Daseinsvorsorge, introducing the concept of the state responsibility to provide essential public services into German legal thought. He taught at Frankfurt, Hamburg, Konigsberg, Vienna and Heidelberg, and his 1950 textbook on administrative law shaped postwar German administrative law doctrine.
