Gustavo Eduardo Vergara Wiesner is a Colombian lawyer and economist who served as General Director of the Colombian Institute of Family Welfare during the administration of President Cesar Gaviria. He later held the position of Notary 16 of the Bogota Circle, where he officiated the first virtual marriage in Colombia and Latin America, a milestone in the digitalization of the country's administrative processes.
