Desire Girouard was a Canadian lawyer and politician born July 7, 1836 in Saint-Timothee, Lower Canada, who earned his Bachelor of Civil Law from McGill University in 1860 and served as a Conservative Member of Parliament for Jacques Cartier from 1879 to 1895. Appointed by Prime Minister Mackenzie Bowell, he served as a puisne justice of the Supreme Court of Canada from 1895 until his death on March 22, 1911 in Ottawa, filling the vacancy left by the retirement of Telesphore Fournier.
