Arthur Ngirakelsong was born on 28 February 1941 and was a Palauan jurist who earned a master's degree from the University of Hawaii in 1967 and a Juris Doctor from Rutgers Law School in 1974. He served as a staff attorney for the Micronesian Constitutional Convention, helping draft the Bill of Rights of the Federated States of Micronesia's constitution, and as legal counsel for the Congress of the Federated States of Micronesia. He served as an Associate Justice of the Supreme Court of Palau from 14 July 1986 to 13 November 1992 and as the second Chief Justice of Palau from 13 November 1992 until his resignation on 1 June 2020 following a stroke. He died on 16 November 2022 at the age of 81.
