Joseph Antonio Charles Lamer served as the sixteenth Chief Justice of Canada from 1990 to 2000, having joined the Supreme Court of Canada as a puisne justice in 1980 after earlier service on the Quebec Superior Court and Quebec Court of Appeal. He is regarded as one of the key architects, alongside his predecessor Brian Dickson, of how Canadian courts came to interpret the Canadian Charter of Rights and Freedoms after its adoption in 1982. After his early retirement as Chief Justice he joined the law firm Stikeman Elliott and later served as Commissioner of the Communications Security Establishment.
