Abdul Hakim Haqqani was born in 1967 in the Panjwayi District of Kandahar Province, Afghanistan, and is an Afghan jurist educated at the Darul Uloom Haqqania, a Deobandi Islamic seminary in Pakistan, where he later taught and also ran his own madrasa in Quetta, Balochistan. A founding member of the Taliban, he served as a judge of the Kandahar Primary Court and in the Appellate Court and Central Dar ul-Ifta during the first Islamic Emirate period. He chaired the Taliban's negotiating team at its Qatar office from September 2020, served as Chief Justice of Afghanistan in exile from 2016 to 2021, and has served as Chief Justice of Afghanistan and Acting Justice Minister since 15 August 2021. The International Criminal Court issued an arrest warrant for him on 8 July 2025 for alleged crimes against humanity concerning the persecution of women and girls.
