John Bassett Moore was an American lawyer and scholar of international law who lived from 3 December 1860 to 12 November 1947. He served in the United States Department of State as Third Assistant Secretary of State from 1886 to 1891, as Assistant Secretary of State in 1898, and as Counselor of the State Department from 1913 to 1914, while also teaching international law at Columbia University. In 1922 he became the first American judge to sit on the Permanent Court of International Justice, serving until 1928. He was a prolific writer whose major works include the eight-volume Digest of International Law of 1906, the six-volume History and Digest of International Arbitrations to Which the United States Has Been a Party of 1898, International Law and Some Current Illusions of 1924, and his seven-volume Collected Papers, published in 1945.
