The Constitutional Court of the Republic of Croatia acts as the interpreter and guardian of the Croatian Constitution. It monitors the conformity of laws with the Constitution and protects the human rights and freedoms the Constitution guarantees. It is considered de facto the highest judicial authority because it can overturn Supreme Court decisions on the basis of constitutional breaches. It is not considered part of the judicial branch of government but a court sui generis, and so it is often called a fourth branch of government. It sits at St. Mark's Square in Zagreb and is elected by the Croatian Parliament with a qualified majority.
