The Constitutional Court of Algeria is the body to which laws are submitted so that their conformity with the Constitution can be ascertained before they are promulgated, and it determines its own rules of operation. When the President of the Republic is totally unable to perform his functions through serious illness, the Constitutional Court meets de jure, verifies the reality of the impediment by all appropriate means, and proposes to Parliament, by a three quarters majority of its members, to declare the state of impediment. As soon as they are elected or appointed, the members of the court must cease any other practice, membership, function, mandate, assignment, activity or liberal profession.
