1954 Geneva Conference

International and Human Rights Instruments

The 1954 Geneva Conference on the problem of restoring peace in Indo-China produced a set of agreements ending hostilities in Cambodia, Laos and Viet-Nam, together with a Final Declaration dated 21 July 1954. Delegates of nine parties took part: Cambodia, the Democratic Republic of Viet-Nam, France, Laos, the People's Republic of China, the State of Viet-Nam, the Soviet Union, the United Kingdom and the United States. The Final Declaration took note of the three cessation-of-hostilities agreements and of the arrangements for international supervision and control. It recorded that the Viet-Nam military demarcation line was provisional and not a political or territorial boundary, and it called for general elections in Viet-Nam in July 1956 under an international commission. It also barred foreign bases and alliances in the regrouping zones and committed every conference member to respect the sovereignty, independence, unity and territorial integrity of the three states.
