Convention of 1800

International and Human Rights Instruments

The Convention of 1800, also called the Treaty of Mortefontaine, was a peace agreement between the French Republic and the United States, concluded at Paris on September 30, 1800. It was negotiated for France by Joseph Bonaparte, Charles Pierre Claret Fleurieu and Pierre Louis Roederer, and for the United States by Oliver Ellsworth, William Richardson Davie and William Vans Murray. Article I established a firm and universal peace between the two countries, and the convention restored captured public ships and property. Article II records that the envoys could not agree on the 1778 treaties of alliance and of amity and commerce or on mutual indemnities, so those instruments were left without operation while further negotiation was deferred. The Senate gave its advice and consent with a proviso on February 3, 1801, and the convention was declared fully ratified on December 19, 1801 and proclaimed two days later.
