Treaty of Tripoli

International and Human Rights Instruments

The Treaty of Tripoli is the Treaty of Peace and Friendship between the United States of America and the Bey and subjects of Tripoli of Barbary. It was signed at Tripoli on 4 November 1796 and at Algiers on 3 January 1797, and the original text is in Arabic, with an English translation by Joel Barlow in twelve articles. It declares a firm and perpetual peace, lets the goods of a nation at war with one party pass free aboard the other party's vessels, requires passports for ships, provides for supplies and assistance to vessels in distress, and places commerce and consuls on the footing of the most favoured nations. Article 10 states that no periodical tribute or further payment is to be made by either party. Article 11 declares that the government of the United States is not in any sense founded on the Christian religion, so that religious opinion shall not interrupt harmony between the two countries. The Senate gave its advice and consent on 7 June 1797 and the United States ratified the treaty on 10 June 1797.
