Nepal's constitution came into effect on 20 September 2015, drafted by a Second Constituent Assembly after an earlier assembly failed to complete a document and following the disruption of the April 2015 earthquake, and it replaced the Interim Constitution that had governed Nepal since January 2007. It was endorsed by 538 of 598 Constituent Assembly members and establishes a federal democratic republic with three tiers of government, federal, state and local, a parliamentary system led by a prime minister with a ceremonial president as head of state, and a bicameral federal legislature of a 275-member House of Representatives and a 59-member National Assembly across 308 articles.
