The Constitution of Kazakhstan is the highest law of Kazakhstan. It was adopted on 15 March 2026 as a result of the 2026 Kazakh constitutional referendum, entered into force on 1 July 2026, and replaced the 1995 Constitution of Kazakhstan. The new text followed President Kassym-Jomart Tokayev's 2025 State of the Nation Address, which announced parliamentary reforms originally intended to amend the 1995 constitution through a referendum planned for 2027, before discussions within the working group expanded to restructuring parliament, redefining the balance of powers between state institutions and expanding constitutional guarantees of human, digital and environmental rights, prompting the drafting of an entirely new constitution by a Constitutional Commission after public consultations that gathered thousands of proposals. The draft rewrote approximately 84 percent of the 1995 Constitution across 95 articles, replacing the bicameral Parliament of Kazakhstan with a unicameral Kurultai, reintroducing the office of vice president, providing for separation of religion and state, and revising provisions on the judiciary, civil rights and the structure of the executive branch.
