National Health Service Act 1946

Environmental, Health and Consumer Protection Acts

The National Health Service Act 1946 is a United Kingdom statute that established the National Health Service, a system of healthcare in England and Wales funded through general taxation and available to all residents free at the point of use. It was steered through Parliament by Health Minister Aneurin Bevan as part of the postwar Labour government's implementation of the Beveridge Report's vision of a welfare state, and it nationalized existing voluntary and municipal hospitals into a single public system, while allowing general practitioners to remain independent contractors rather than direct government employees. The act took effect on the Appointed Day, 5 July 1948, generally regarded as the founding date of the National Health Service. A separate but closely related act, the National Health Service (Scotland) Act 1947, established the equivalent service in Scotland, and the 1946 act's basic principle of universal, tax-funded healthcare free at the point of use has remained a defining feature of British public policy ever since.
