James Brown Scott was an American legal scholar who lived from 3 June 1866 to 25 June 1943 and became one of the principal institution builders of modern international law in the United States. Educated at Harvard University and with a doctorate from Heidelberg, he founded and served as dean of the law school of the University of Southern California from 1896 to 1899, then led the college of law at the University of Illinois from 1899 to 1903, and held professorships at Columbia, George Washington and Johns Hopkins before chairing international law and international relations at Georgetown's School of Foreign Service from 1921 to 1940. He served as an expert delegate to the Second Hague Peace Conference of 1907 and on the American Commission to Negotiate Peace after the First World War, and he was a key founder of the American Society of International Law and long served as editor-in-chief of the American Journal of International Law, as well as secretary of the Carnegie Endowment for International Peace.
