Carl Ludwig von Bar, born in 1836 in Hanover and who died on 21 August 1913, was a German jurist trained at the Universities of Gottingen and Berlin who became a worldwide authority on international law and a leading advocate for international arbitration. He served as a member of the Reichstag from 1890 to 1893, held a professorship at the University of Gottingen, and sat as a member of the Hague Tribunal, the Permanent Court of Arbitration. He championed publicity and more humane procedure in criminal trials, and his scholarly work, including his 1862 book Das Internationale Privat und Strafrecht, established him as a leading voice in international private and criminal law and comparative legal systems during the nineteenth and early twentieth centuries.
