Constitution of Belarus

The Constitution of the Republic of Belarus was adopted on 15 March 1994, establishing the country as a unitary semi-presidential republic with executive, legislative and judicial branches and a bicameral National Assembly comprising the Council of the Republic and the House of Representatives. Composed of a preamble and nine sections totaling 148 articles, it has been amended three times, in 1996, 2004 and 2022, revisions that progressively expanded presidential authority under President Alexander Lukashenko. International observers and United Nations bodies have repeatedly questioned whether the document's guarantees of judicial independence and the rule of law are genuinely respected in practice.
