Burundi's constitution was adopted by referendum on 28 February 2005 and promulgated on 18 March 2005, ending a transitional period that had followed years of civil conflict. It was substantially revised by a further referendum on 17 May 2018, approved by more than 70 percent of voters amid opposition arrests that drew criticism of the process, and the reformed text was promulgated on 7 June 2018. The 2018 changes created a prime minister position, extended the presidential term from five to seven years while limiting consecutive terms to one, lowered the threshold for legislative approval from two-thirds to an absolute majority, and opened the possibility of restoring the country's historical monarchy, changes that effectively superseded the power-sharing provisions of the Arusha Accords peace framework that had shaped the original 2005 text.
