Yemen's constitution was ratified by popular referendum on 16 May 1991 following the country's unification, establishing the Republic of Yemen as an independent, sovereign Arab and Islamic state with Islamic law as its foundational legal basis. It created a House of Representatives of 301 elected members and an appointed Consultative Council, a president and a Council of Ministers, and an autonomous judiciary headed by a Supreme Court; a February 2001 amendment extended the presidential term to seven years and the parliamentary term to six years and expanded the Shura Council's authority.
