The Constitution of the Union of the Comoros was adopted on 23 December 2001, establishing a federal system uniting the autonomous islands of Grande Comore, Anjouan and Moheli under a directly elected president limited to two five-year terms, a bicameral legislature comprising a 42-member Federal Assembly and a 15-member Senate drawn five from each island, and an independent Supreme Court. It recognizes Islam as the state religion while affirming human rights principles drawn from the United Nations Universal Declaration. The document was amended in May 2009 and then substantially revised through a July 2018 referendum, approved by more than 92 percent of participating voters, which removed presidential term limits and ended the constitutional requirement that the presidency rotate among the three islands, clearing the way for incumbent President Azali Assoumani's continued tenure.
