Viktor Ilyukhin (1949 to 2011) was a Russian prosecutor and legislator whose career began as an investigator in the Penza regional police before he rose to deputy prosecutor of Penza Oblast and then deputy chief of the main investigations directorate of the Soviet Prosecutor General's Office. He gained national attention in November 1991 by filing charges of high treason against Soviet President Mikhail Gorbachev over the recognition of Baltic independence, and he later brought similar accusations against Presidents Boris Yeltsin and Vladimir Putin. From 1994 to 2000 he chaired the State Duma's Committee on Security, using that legislative post to lead investigations into government wrongdoing that earned him comparison to a Russian Kenneth Starr.
