Viscount Inoue Kowashi, born 6 February 1844 in Kumamoto, Higo Province, and who died 15 March 1895 in Zushi, Kanagawa, was a Japanese statesman of the Meiji period educated at Jishukan, a Confucian academy in his home domain, where he was noted as an exceptionally able student. He served as Chief Cabinet Secretary in 1877, Chief Secretary to the House of Peers in 1881, adjunct chief librarian of the Imperial Household Ministry in 1884, director-general of the Cabinet Legislation Bureau from 1888 to 1891, a Privy Council member from 1890 to 1893 and Minister of Education from 1893 to 1894, and was ennobled as a viscount in 1895. In 1875 he published Constitutions for Kingdoms, translating and analyzing Prussian and Belgian constitutional texts, and he went on to work closely with the German legal advisor Hermann Roesler in drafting the Meiji Constitution and the Imperial Household Law, as well as collaborating with Motoda Nagazane on the Imperial Rescript on Education.
