Guan Zhong was a Chinese philosopher and statesman who lived from about 720 to 645 BCE and served as chancellor of the State of Qi under Duke Huan, whose recognition as the first of the Five Hegemons of the Spring and Autumn period owed much to Guan Zhong's own reforms. He reorganized Qi's capital into twenty-one districts, six devoted to merchants and fifteen to military households, and restructured the rural population into a hierarchy of villages, troops, districts, counties and regions, replacing informal aristocratic control with a defined administrative structure. His governance reforms shifted responsibility for administering the state away from hereditary aristocrats and toward officials selected through improved methods of evaluating talent, an early move toward administration by defined office and procedure rather than by inherited privilege alone. Guan Zhong's separate economic measures, including state monopolies on salt and iron, unified coinage and price-regulating granaries, are the subject of this atlas family's own economics atlas entity for the same person; this law atlas entity covers his distinct standing as the institutional and administrative-law reformer who restructured how the State of Qi itself was governed and staffed.
