Frank Billings Kellogg (1856 to 1937) was an American jurist and diplomat born in Potsdam, New York, largely self educated in law. He served as a United States senator from Minnesota and as the forty fifth United States Secretary of State under presidents Calvin Coolidge and Herbert Hoover from 1925 to 1929, and co authored the Kellogg-Briand Pact renouncing war as an instrument of national policy, for which he won the Nobel Peace Prize in 1929. He later served as an associate judge of the Permanent Court of International Justice from 1930 to 1935.
