Fumiko Saiga was a Japanese diplomat, born November 30, 1943, in Marugame, Kagawa, Japan, who graduated from Tokyo University of Foreign Studies in 1966 and entered the Ministry of Foreign Affairs the same year. Her career included serving as Lieutenant Governor of Saitama Prefecture from 1998 to 2000, Consul General in Seattle in 2000, and ambassador to Norway and Iceland, with a professional focus on human rights and gender equality. Elected to the International Criminal Court in November 2007 and sworn in that January, she became the first Japanese person and the first Asian woman to serve as a judge of the court, overseeing investigations into war crimes in the Democratic Republic of Congo until her death on April 24, 2009, in The Hague.
