Arturs Kucs is a Latvian jurist who served as a judge of the Constitutional Court of the Republic of Latvia before the Parliamentary Assembly of the Council of Europe elected him, on 16 April 2024, as judge of the European Court of Human Rights in respect of Latvia, a nine-year term he took up that September. He holds degrees in political science and law from the University of Latvia and a doctorate in law for a thesis on balancing the right to freedom of speech against the prohibition of intolerance and discrimination speech, and has headed the University of Latvia law faculty's department of international and European law as an associate professor since 2006.
