Ricardo Alfaro

Ricardo Joaquin Alfaro Jove, who lived from August 20, 1882, to February 23, 1971, was a Panamanian lawyer, diplomat and statesman who served as the 16th President of Panama from January 16, 1931, to June 5, 1932, as a member of the Liberal Party. He had an extensive career in diplomacy and international law, including work on the Spanish-language text of the United Nations Charter, and taught civil and international law at Panamanian universities. He served as a judge of the International Court of Justice from 1959 to 1964, including three years as vice president, and was known throughout his career for promoting universal criminal jurisdiction and governmental accountability. He died in Panama City at age 88.
