Jose Luis Jesus is a Cape Verdean jurist and diplomat who has served as a judge of the International Tribunal for the Law of the Sea since 1999. He served as Cape Verde's foreign minister from 1998 to 1999, and later served as President of the Tribunal from 2008 to 2011, succeeding German jurist Rudiger Wolfrum. His career has combined government service with scholarship in maritime law.
