Humberto Antonio Sierra Porto is a Colombian jurist and lawyer born March 15, 1966, in Cartagena de Indias. He has served as a judge of the Inter-American Court of Human Rights since 2013 and held its presidency during the 2014 to 2015 term. He earlier served as a magistrate on Colombia's Constitutional Court from 2004 to 2012. He holds a law degree from the Universidad Externado de Colombia and a doctorate in constitutional law from the Universidad Autonoma de Madrid, where he has also taught constitutional law and directed the constitutional law department.
