He joined the West German Foreign Office in 1962, holding diplomatic postings in Iran and Uruguay before heading its international law department, and served as United Nations Under Secretary General for Legal Affairs from 1983 to 1994, contributing to the legal framework of UN peacekeeping missions. He was a judge of the International Court of Justice from February 6, 1994, to 2003, participating in 35 judgments and decisions and three advisory opinions, and continued afterward as an ad hoc judge through 2005, including in the Liechtenstein v. Germany case.
