The Supreme Court of Monaco, the Tribunal Supreme, is composed of five full members and two supply members, whom the Prince appoints for a term of four years on the proposal of the National Council, the Council of State, the Crown Council, the court of appeal and the court of first instance. It rules on proceedings for annulment for ultra vires action against decisions of administrative authorities and Sovereign Orders made to implement laws, and grants the compensation that results. Article 89 of the Constitution fixes its composition and says that its President is appointed by the Prince, and article 91 provides that it sits in plenary assembly or in an administrative section. Its address is the Palais de Justice at 5 Rue Colonel Bellando de Castro in Monaco-Ville.
