Court of Appeals of the Philippines

Intermediate Appellate Courts

The Court of Appeals of the Philippines is an appellate collegiate court that sits between the trial courts and the Supreme Court. It is led by a presiding justice and sixty-eight associate justices, who hear cases in divisions. The court reviews decisions of the Regional Trial Courts and of administrative agencies that exercise quasi-judicial functions, as well as rulings of the National Labor Relations Commission, which reach it by petition for certiorari. En banc decisions of the Court of Tax Appeals, raised to the same level by Republic Act No. 9282, go to the Supreme Court instead. The court was organized on February 1, 1936, with Pedro Concepcion as its first presiding judge and ten appellate judges. It was abolished in March 1945 and recreated by Republic Act No. 52 in October 1946, and was renamed the Intermediate Appellate Court in 1983 before regaining its name in 1986. Its seat is on Maria Orosa Street in Ermita, Manila, and since 1996 it also sits in Cebu City for the Visayas and Cagayan de Oro for Mindanao.
