The Court of Justice of the Andean Community was created in 1979 by the Cartagena Agreement and began operating in Quito, Ecuador in January 1984, serving what was then called the Andean Pact and is now the Andean Community, a sub-regional economic integration organization of Bolivia, Colombia, Ecuador and Peru, with Chile and the Mercosur states of Argentina, Brazil, Paraguay and Uruguay as associate members. The 1996 Protocol of Trujillo restructured the Cartagena Agreement, created the Andean Community in place of the Andean Pact, and established the Andean Integration System, a set of institutional bodies including the Andean Council of Presidents and the Andean Council of Foreign Affairs Ministers, of which the court is the main judicial component. The court sits with four judges, one from each member state, serving renewable six year terms, and by the end of 2013 it had issued 2,444 preliminary interpretations, making it one of the world's most active international courts; its current president is Hernan Rodrigo Romero Zambrano.
