The enrolled bill rule is a principle of judicial interpretation of the rules of procedure in legislative bodies, and it also serves as a rule of recognition. Under the doctrine, once a bill has passed a legislative body and been signed into law, the courts assume that all of the procedural rules governing the enactment process were properly followed. Where a legislative document is authenticated in regular form by the appropriate officials, the court treats that document as properly adopted. The effect is that an authenticated enactment is accepted as valid law rather than being re-examined for procedural regularity.
