Hozumi Nobushige (1855 to 1926) was a Japanese legal scholar and statesman, the first person to receive a doctorate in law in Japan, and a member of the three-jurist committee, with Tomii Masaakira and Ume Kenjiro, that drafted Japan's Civil Code of 1896 and 1898. He co-founded the English Law School, the predecessor of Chuo University, and later sat in the House of Peers and Privy Council.
