Why was Papinian given the deciding vote among the five authorized Roman jurists?
Papinian decided the matter when the five authorized jurists were equally divided.
A constitution of Theodosius II and Valentinian in 426 set up five jurists, Paulus, Gaius, Ulpian, Modestinus and Papinian, as the sole authorities to be cited. If they were not unanimous, the majority was to prevail, but in case of equal division the opinion of Papinian was to decide.
